Project "Improved election system in the Republic of Macedonia"

 

The main project objective will be to support creating of a more consistent legislative and regulatory mechanisms and clear procedures for obtaining fair democratic elections in the future, as well as to secure transparency on the provided funds and donations for the electoral costs.

Reconciliation processes and inter-ethnic dialogue, promoting of international human rights standards related to the elections and the good governance principles shell be the main pillars for the project activities.  

 

The Project is expected to achieve the following results:

  * to initiate expert analysis regarding the election process in general

  * to identify the shortcomings and to recommend amendments of the legislation

  * to initiate public debate regarding the identified problems and proposed solutions

  * to initiate future amendments in the electoral laws and drafting of the new laws

  * to imitate adopting of the new legislative amendments and new laws.

Project "TZC open debate (KRUG)"

 

Promote culture of open, constructive debate on different issues among individuals, opinion makers, practitioners, civil society activists, and others."TZC Open debates" will offer a possibility for debate on different issues related to the Macedonian reality. Create an attitude of free speech and open public debate as a challenge. The debates will be first of this kind in the country, combining information and entertainment in discussing various issues.

 

 

Project "Permanent Anti-corruption Monitoring Of the key Priorities In the EU Pre-Accession Process"

 

Project aim is systematizing the monitoring approach of TI and it is considered the starting point for the establishment of a permanent anti-corruption monitoring system in the EU pre-accession process.  In order to address the problems, Transparency Zero Corruption in cooperation with Transparency International  will come with the final result of which is:

“Maximised impact of the EU pre-accession process on the fight against corruption”

The process will be steered by senior experts in the Secretariat of Transparency International in Berlin and experts from Slovenia (Anti-corruption Commission) and Norway (TI Norway) as countries with high institutional experience in integrity and good governance systems.
 

The primary target groups of the project are the government and associated institutions. The secondary target groups are those civil society organisations which can help promote and effect change and who have an interest in the fight against-corruption and EU accession.

There will be five main clusters of activities:

  1. Developing anti-corruption monitoring benchmarks;
  2. Monitoring anti-corruption performance of pre-accession governments;
  3. Rising awareness of corruption as a serious criminal offence;
  4. Fostering dialogue between anti-corruption civil society organizations;

      5. Enhancing of citizens’ participation in the fight against corruption.

Project "Advocacy and Legal Advice Centres (ALACs) in South Eastern Europe" - Enabling citizen engagement in anti-corruption  - 2008

 

The Transparency International Advocacy and Legal Advice Centres (ALACs) in South Eastern Europe is a regional project in Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Moldova and Serbia.  ALACs  are places where victims and withesses of corruption report cases and receive practical legal advice  to enable them to file and pursue official complaints  with the relevant national institutions.The  ALACs demonstrate that people do become actively involved in fight against corruption when they are provided with simple, credible and viable mechanisms to do so.

Project : "Establishing Corruption Trial Monitoring Programme"

The coalition “All for fair trial” and “Transparency - Zero corruption” are

implementing intensive project activities in order of identifying corruption criminal

cases, preparing of a brochure and public presentation of gathered data.

The seriousness of the problem with corruption and the great number of recently

submitted criminal charges in cases related with corruption creates a need of

assessment of corruptive cases and establishing closer terminological definition

of it.

 

Basic objectives of the project are:
 

  • Monitoring of criminal cases connected with corruption and preparation of analytical report;
  • Strengthen the cooperation with Basic Public Prosecution officers, the trial courts,the State anti corruption commission and other relevant institutions which have the goal of fighting corruption;
  •  Raising the level of public awareness for the need of criminal prosecution of all involved in cases of corruption.    

 

 

Project: "Culture of Law s Corruption 2007" 


 

 

*Development of the Culture of law vs. corruption like general behavior

 

Round tables and workshops will be organized with the purpose to value and initiate the development of concretely good governing and educational programs with the youth. Also, having in mind that the law for Territorial organization is adopted in 2004, and the process of decentralization officially starts in June 2005, there is need of discussion about the existing standards for good governing in the local communities. These standards should be unified and cut out on the way which will enable establishment of efficient and transparent system.

In addition that will enable common development of trust between the citizens and the local administration.

 

 

*Advocacy and legal advice centre

 

The Advocacy and legal advice centre will function through archive and observing of complaints on confident and professional way. The web page and the library will be constantly updated so they can enable the best possible information for the users. The centre also will maintain continuous dialogue with the government agencies responsible for inquiry of corruption, securing feedback and help for improvement on procession of the complaints.

 

 

*Monitoring and implementation of anti corruption laws

 

For the time in the past 3 years more then 40 laws were changed or new were brought. The lack of efficiency for implementation of the brought laws is recognized as main factor for the lack of the governing of the justice and the success in the fight against corruption.

     As a part from the activities one expert is forecasted and he will be obligated for:

# monitoring of the indicators for efficiency established in the anti corruption program;

# monitoring of the reports and recommendations;

     Monitoring group will be formed for evaluation of the work in the independent institutions, as it is the State Commission against corruption, The Public Procurement Bureau, the State Audit office, the Public prosecutor etc. Everyday monitoring will be made for using of the open sources of information as: official reports, statistical data, announcement for the media and research.

 

 

 

Project: "Advocacy and Legal Advice Center (ALAC)

 

 

The main purpose of the project is to mobilize the citizens in the anticorruption intentions through the institutional cooperation. Through this purpose citizens are introduced and they use their rights, which is influencing positive for strengthening of the capacities on the state institutions. This centre is defined to treat only cases connected with corruption, which makes him unique from this kind of nature.

 

Therefore, easy availableness is enabled to the citizens to their own rights. Concretely there will be directions that will be given how they can insure their complaint procedure in cases of violating the public funds or, in the institutions where the citizens are victims of corruption. Through the concrete cases there will be dialogue with the institutions where support will be required for strengthening of the appropriate mechanisms for the complaints of the citizens.

 

 

Declaration “0” toleration for the corruption

 

 

On the December 09th 2005, the International Day against Corruption, the Declaration “0” toleration for the corruption was formally signed. With their signature were obliged the President of Republic of Macedonia, Vise President of the Parliament of Republic of Macedonia, the President and the Vice President of the Government of Republic of Macedonia, the Presidents of the political parties in Republic of Macedonia, the Presidents of the Economic Chambers in Republic of Macedonia, representatives from the citizens sector and many others representatives from the public and political life, also the representatives from the judiciary, prosecution, the State Commission against corruption, the Association of the Units of Local Governments, representatives from the private sector, universities and media.

 

 

Project : Monitoring of the implementation of the Declaration ZERO tolerance for corruption

 

 

In cooperation with the representatives from the public, political, private and citizen sector to insure the implementation of the Declaration. With facilitation and instigation on the different sides that are signed, coordination on different programs, with making detailed action plan for implementation. The activities are realized through mutual dialogue, through consensus, for extermination of the corruption, one of the biggest obstacles of the governing on the right for development of the economy.

Project "Improving of the corporative management for the “0” tolerance of corruption"   

 

The project implementation was in cooperation with the economic chambers in Republic of Macedonia. The aim of the project is to define specific measures for implementation of the articles from the Declaration “0” Corruption Tolerance regarding the good governance and corporate management in the private sector. The final project aim is to provide separate documents for ethics and good governance for different sectors that will be approved and adopted by the private sector in the new conditions of globalism supports the faster development of the businesses, but also achieving the minimum ethical standards.

Project: CIMAP - Establishing Comparative Indictor-based Monitoring of Anti-corruption Progress in EU candidate, potential candidate countries and Kosovo

 

CIMAP will develop a monitoring system to assess progress in anti-corruption efforts in public administration, political institutions and the judiciary in Albania, Kosovo, Macedonia and Turkey, based on carefully selected and actionable indicators. The system will be created with and owned by local CSOs, who will produce independent country assessments that will be regionally comparable. CIMAP will include visibility actions/targeted advocacy actions, based on the results of the monitoring action in each of the participating countries, as well as direct international advocacy through DG-Enlargement (EC Progress Reports). CIMAP is planned for annual replication, and approach is planned to be transferred to other countries in the SEE region.
